The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for a company within a small to mid-sized company, or a portion of the Human Resources function within a large company. The duties of the Human Resources Manager:
organizational departmental planning;
performance reviews and improvement systems;
organization development;
employment and compliance to regulatory concerns regarding employees;
employee on-boarding, development, and training;
policy development;
employee relations;
company employee and community communication;
compensation and benefits administration;
employee safety, welfare, wellness and health;
employee services and counseling.

The Human Resources Manager originates and leads Human Resources practices and objectives that will provide an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Manager is responsible for the development of processes and metrics that support the achievement of the organization's business goals.
Bachelor's degree in Industrial Relations or Human Resources Management, MBA preferred
Minimum 8 years human resources experience with a minimum of 3 years of directly related experience working in the government contracting business.
CBA experience is a plus.
Experience with HRIS.
Must be results-oriented with a strong customer service orientation
Must be able to operate independently where appropriate, understanding when to escalate issues.
Knowledge of recruiting, business management, employment laws, SCA, EAP's
Excellent communication skills (verbal and written) required, including ability to provide briefings and training to diverse audiences.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
